The 400-acre Niagara Falls State Park (oldest state park in the country) frames the Falls; the Cave of the Winds elevator descends to the base; Whirlpool and Devil's Hole State Parks downstream are free for gorge hikes; the Niagara Power Vista is a free hydroelectric center; the $15 Underground Railroad Heritage Center and $21 Old Fort Niagara anchor the cultural picks; and the free Discover Niagara Shuttle links everything May–October.

9 Free & Cheap Things to Do in Niagara Falls, New York

Niagara Falls State Park

Free (park entry & all walking)

Parks & Nature

Established in 1885 and the oldest state park in the U.S., the 400-acre Niagara Falls State Park is free to enter and frames all three cataracts from the New York side. The American Falls, Bridal Veil Falls, and Horseshoe Falls are all visible from a single afternoon's walk across Goat Island, Luna Island, and the Prospect Point promenade.

Address: 332 Prospect St, Niagara Falls, NY 14303

Tip: Free park entry and free parking lots fill by 11 AM in summer — go early or use the free Discover Niagara Shuttle. The $1.25 Prospect Point Observation Tower elevator is the cheap add-on (Crow's Nest under construction in 2026), and the Maid of the Mist boat tour (~$30) is the long-standing paid splurge.

The observation deck sits 350 feet above the gorge looking down at the Robert Moses Niagara Power Plant — one of the best free views in Western New York.

Address: 5777 Lewiston Rd, Lewiston, NY 14092

Tip: Open 7 days a week 9 AM–5 PM (closed some holidays). Free admission AND free parking. The Power Vista is a designated Park-and-Ride stop for the free Discover Niagara Shuttle — park here, ride to the Falls and Old Fort Niagara without paying for downtown lot parking.

Whirlpool State Park

Free

Parks & Nature

A 109-acre state park 3 miles north of the Falls overlooking the Niagara Whirlpool — a violent 90-degree turn in the gorge where the river spins counter-clockwise before continuing north. Free entry, free parking, picnic shelters, fishing access, and a steep stair descent to the gorge floor for serious hikers (rim views are flat and accessible).

Address: Niagara Scenic Pkwy, Niagara Falls, NY 14305

Tip: Open year-round, free parking. The rim view is accessible from the parking lot in 5 minutes; the gorge descent (4 sets of stairs) is strenuous and slick when wet. The Whirlpool Aero Car on the Canadian side gives the over-the-whirlpool view from above but requires a passport and ~$18 fare.

Devil's Hole State Park

Free

Parks & Nature

A 42-acre state park 4 miles north of the Falls administered as part of Niagara Falls State Park — free to enter and the most dramatic of the gorge-rim parks. The signature Devil's Hole Trail descends 300 stone-and-wood steps into the gorge for a riverside walk past Class VI rapids; the rim path stays flat and accessible for a 1-mile loop.

Address: Niagara Scenic Pkwy, Niagara Falls, NY 14305

Tip: Open year-round, free parking. The stair descent is closed in winter for ice. The Devil's Hole legend (a Seneca curse on European trappers) is explained on the kiosk at the trailhead. Combine with Whirlpool State Park, 1 mile south, for a half-day gorge tour.
