Honolulu, on Oahu, pairs world-famous free beaches like Waikiki and Ala Moana with the $5 Diamond Head hike, free botanical gardens, the free Pearl Harbor memorial, and the free Capitol Modern art museum. Hilo anchors the wet side of the Big Island — a real-Hawaii downtown with free Liliʻuokalani Park, free Rainbow Falls, and a daily farmers market a short walk apart. Wailuku is Maui's historic county seat below the West Maui Mountains, with the $10 Bailey House Museum, free Halekiʻi-Pihana Heiau, and Iao Valley anchored by a walkable Market Street. Hilo is the rainy heart of the Big Island — a working town, not a resort, with budget travel concentrated along a walkable downtown waterfront. The free 24-acre Liliʻuokalani Park (the largest Edo-style garden outside Japan), the Hilo Farmers Market, the free Mokupāpapa Discovery Center, and the historic Banyan Drive cluster within a mile of each other. Rainbow Falls and 442-foot Akaka Falls are $5-per-person state parks ($10 parking) just outside town. The $19 ʻImiloa Astronomy Center and the weekend-only $15 Pacific Tsunami Museum anchor the indoor picks, and Big Island Candies' free factory tour handles the souvenir stop.

Wailuku, Hawaii

Wailuku is Maui's historic county seat — a working town of plantation-era storefronts in the West Maui foothills, and one of the cheapest doors onto the island. Lihue is Kauai's quiet county seat and the island's main airport gateway — a working town surrounded by sugar-cane history rather than resorts, with the rest of the Garden Isle within a 30-minute drive. Free Kalapaki Beach, the 80-foot Wailua Falls roadside overlook, and the 900-foot-long Menehune Fishpond from a free hillside lookout anchor the visit. Honolulu, on Oahu's south shore, is Hawaii's capital and biggest city — and a surprisingly affordable one if you skip the luxury hotels. The beaches are all free: world-famous Waikiki, calm reef-protected Ala Moana, and more. The legendary Diamond Head crater hike is just $5, Foster and Hoʻomaluhia botanical gardens cost little or nothing, and the Pearl Harbor National Memorial and Capitol Modern art museum are free. Splurge a little for the marquee Bishop Museum, the Honolulu Museum of Art, or a tour of ʻIolani Palace, the only royal palace on US soil. Most of a Honolulu day can cost under $20.

Kailua-Kona, Hawaii

Kailua-Kona sits on the Big Island's sunny, dry west coast — the resort side, but easy to do on a budget. Free snorkeling beaches like Kahaluʻu and Laʻaloa (Magic Sands) line Aliʻi Drive, the heart of Historic Kailua Village, where King Kamehameha spent his final years beside Kailua Pier. History is everywhere and mostly free: Mokuʻaikaua, the oldest church in Hawaii, and two national historical parks — Kaloko-Honokōhau and the Puʻuhonua o Hōnaunau place of refuge. Round it out with the royal Huliheʻe Palace and the Kona Coffee Living History Farm. Kona delivers real Hawaii for far less than the resorts suggest.
